U. P. State entrance examination (upsee-2013)

Central Admission Board (CAB)

The entrance examination for degree level engineering institution and other colleges has been assigned top Gautam Buddh Technical University, Lucknow vide Govt. order no. 4260/solah-1-2009-13(7)/09 dated 18-01-2010. The Govt. of Uttar Pradesh, Technical Education Department, has consented for the constitution of central admission board (CAB) under the chairman ship of the vice chancellor, Gautam Buddh Technical University, Lucknow to supervise and control the Estate Entrance Examination herein after referred as UPSEE-2013 being conducted by Gautam Buddh Technical University, Lucknow. The CAB has absolute rights for conducting of UPSEE-2013, and to decide about modalities of admission and allotment of seats. The jurisdiction of CAB extends to college/institutes affiliated to UPTU , Lucknow and MTU, Noida. The CAB is authorized to take every decision regarding conduct and admissions through upsee-2013.

Mode of Admission

Admission to first year

ADMISSION TO FIRST YEAR The Entrance Examination for admission to first year of the following courses offered at the institution affiliated of UPTU, Lucknow and MTU, Noida including other mentioned universities situated in territory of Uttar Pradesh for the academic year 2013-2014 shall be conducted by Gautam Buddh Technical University, Lucknow.
  • 4 year B.TECH./B.TECH.(Ag. Engg.) course
  • 4 year B. Pharm. Course.
  • 5 year B. Arch. Course
  • 4 year BHMTC course
  • 4 year BFAD course

Direct admission (lateral entry) to second year (for Diploma Holders & B.Sc. Graduates)

  • The eligible candidates (refer clause 3.3) seeking direct admission to second year of b.tech. (for engineering diploma holders & b. Sc. Graduates) or b. Pharm. (only for pharmacy diploma holders) in institution affiliated to UPTU, lucknow and mtu, noida are required to submit the application forms to registrar, gautam buddh technical university, lucknow by the last date. Such candidates are also required to appear in the specified paper of entrance examination.
  • Such seats are limited to a maximum of 20% in addition to the sanctioned intake in institution/college for deferent courses at the first year level. However student belonging to b. Sc. Stream shall be considered only after filling the seats in this category with students of diploma stream.
  • Direct admission to second year shall not be made in b. Arch./bhmct/bfad/mba /mca/mam( dual degree) courses.

Seats under different scheme in first year

  • Number of admission in all courses offered at institutions affiliated to UPTU, lucknow and mtu, noida, will be only through upsee-2013 after deducting the seats filled under clause 2.4.
  • State govt. Has permitted 15% of total sectioned seats available in private institution to be filled by the nri candidates under management quota; and same shall be filled up in accordance with the procedure prescribed in the govt. Order. The remaining seats in various courses offered at all the institution affiliated to UPTU, lucknow and mtu, noida will be fill through upsee-2013 counseling.
  • State govt. Has permitted 20% of total sectioned seats available in all affiliated private institutions only to be filled by jee-mains-2013 merit out of 10% seats will be filled through u.p. domicile candidates on u.p. state merit using state reservation policy, and remaining of 10% seats will be filled through all india merit candidates without reservation.
  • Thus, 65%of the seats available in b. Tech./b. Arch. And 85% seats in the remaining courses at all private institutions will be filled by the upsee-2013 qualified candidates, who have passed the qualifying examination from any institution located in u.p. or whose parents are domicile of u.p. subject to the eligibility conditions given in this information brochure. If the candidates has passed qualifying examination from outside of u.p. he/she has to produce domicile certificate of his/her parents (mother and father only) before the starting date of counseling.

Admission to non- resident indian (NRI) candidates in first year

Nri candidates who possess prescribed qualification (clause 3.4), may get direct admission on 5% seats of total intake in govt. Aided and private institutions having approval from aicte or nri seats on merit , subject to the latest instruction of govt. Of u.p. the detailed information will be published in the month of may 2013 in various newspaper and university website. The candidates seeking for admission under the scheme, need not appear in upsee-2013.hoever applicants opting b.arch. Course under this category has to appear an aptitude test on the day of counseling to be notified later.

Admission to kashmiri migrants in first year

Direct admission to kashmiri maigrants in first year in each institute is to be made as per the latest instruction of aicte and order from u.p. govt. Such admission will be over and above sanctioned intake and normally limited up to one admission per institute affiliated to UPTU, lucknow and mtu, noida. The detailed information will be published in the month of may 2013 in various newspaper and university website. The candidates, opting for admission under this scheme, need not appear in upsee-2013.

Admission to Foreign Nationals (FN)/ Persons of India Origin (PIO)/Children of Indian Workers in Gulf Countries (CIWGC)

Under the approval of aicte, identified institutions shall admit fn/pio/ciwgc up to the extent sanctioned by aicte as per the eligibility criteria (clause 3.5) and guidelines of the university. These supernumerary seats shall be exclusively meant for the fn/pio/ciwgc students in under graduates courses with the condition that under no circumstances a seat remain unfilled shall be allocated to candidates other than a fn/pio/ciwgc. The candidates, opting for admission under this scheme, need not appear in upsee-2013.

Admission to fee waiver seats for economically weaker Maritorious Students

As per aicte notification fee waiver for economically weaker meritorious candidates are also available in b.tech./b.arch./b.pharm./b.hmtc/b.fad. Course in all institution affiliated to UPTU,lucknow and mtu,noida. No tution fee will be charged from the such candidates admitted against such seats. The fee waiver seats will be limited to maximum of 5% of the approved intake in the course, and will be over and above of the sectioned intake. The economically weaker students must submit certificate no.12 (income certificate) income certificate at the time of counseling.

Eligibilty Criteria

The candidates must fulfill the eligibility criteria as given in clause 3.1 and 3.3 to appear in upsee-2013. However the candidates appearing in the qualifying examination are also eligible to appear, subject to the condition that they must fulfill the eligibility criteria as given in clause 3.1 and 3.3 at the time of counseling.

Eligibilty to appear in upsee-2013 for admission to first year of B.Tech. / B.Pharm. /B.Arch. /B.Hmtc /B.Fad.

  • The subject combination required in the qualifying examination ( inter mediate examination of u.p. board or 10+2 level examination or its equivalent) for admission to first year of different courses shall be as under:

  • For admission to first year of b.tech ./b.pharm. Candidates must have clearly passed intermediate examination of u.p. board or 10+2 level examination or its equivalents from any recognized board/university and securing minimum 45% marks (40% marks for sc/st category candidates) without grace in required compulsory subject taken together as given in clause 3.1.(i)
  • For admission to first year of bhmtc/bfad, candidates must have clearly passed intermediate examination of u.p. board or 10+2 level examination or its equivalents from any recognized board/university and securing minimum 45% marks (40% marks for sc/st category candidates) in aggregate.
  • For admission to first year of b.arch., candidates must have clearly passed intermediate examination of u.p. board or 10+2 level examination or its equivalents from any recognized board/university and securing(i) minimum 50% marks in aggregate and (ii)clearly passed without grace, each compulsory and optional subject as given in clause 3.1.(i)
    A candidates possessing three year diploma in architecture (10+3) recognized by central/ state govt. Is also eligible for admission to first year of b.arch. Only, provided the candidates has passed the diploma examination securing minimum 50% marks in aggregate without grace. Such candidates will have to appear in the entrance examination for first year of b.arch. Paper 4 (clause 4.3).
  • All candidates who are eligible for admission in b.tech. Courses are also eligible for b.tech.(agriculture engineering).

Eligibility to appear in upsee-2013 for admission to first year of mba/mca/mam (Dual Degree)

Please note this examination brochure is not applicable to the admission of first year in mba/mca/mam course. The examination for mba/mcamam (dual degree) will be conducted online (computer based test). All applicants seeking admission to the first year course of mba/mca/mam (dual degree), are required to submit online application only.

Eligibility to appear in upsee-2013 for admission to second year (lateral entry) of B.Tech./B.Pharm.

  • direct admission (lateral entry) in second year of b.arch. /bhmtc/bfad courses is not permissible.
  • lateral entry in b.tech, for engg. Diploma holders or b.sc. Graduates with mathematics as one of the subject at xii standard’/b.pharm, for diploma holders in third semester (second year), is open only in the institution affiliated to UPTU,lucknow and mtu,noida.
  • candidates who have passed three year eng. Diploma from an institution located in u.p. with minimum 45% marks(40% for sc/st) and whose parents (father or mother)domicile of uttar pradesh and he/she has passed three year engg. Diploma with 45% marks (40% for sc/st) recognized by the board of technical education, u.p. in any branch of engineering (except agriculture engg. Pharmacy & architecture),are eligible for admission for second year in any branch of engineering/technology.
  • candidates who have passed three year diploma in agriculture engg. From an institution located in u.p. with minimum 45% marks(40% for sc/st) and whose parents (father or mother)domicile of uttar pradesh and he/she has passed three year diploma in agriculture engg. With minimum 45% marks (40% for sc/st) recognized by the board of technical education, u.p. , are eligible for admission to second year of agriculture engg. Branch only.
  • candidates who have passed three year b.sc. Degree and passed xii standard with mathematics as one of the subject from any recognized university; securing minimum 45% marks (40% for sc/st) in aggregate, are also eligible for admission to second year in any branch of engineering/ technology.
  • candidates who have passed 2/3 year diploma in pharmacy from an institution lacated in u.p. with minimum 45% marks (40% for sc/st) or whose parents are domicile of u.p. ; and he/she has passed 2/3 year diploma in pharmacy with minimum 45% marks (40% for sc/st) recognized by the board of technical education, u.p. , are eligible for admission to second year of b.pharm. Only.

Eligibilty for admission to nri quota in first year

Nri candidates who passed minimum requisite qualification may get direct admission on 5% seats of total intake in state funded and private institutions of uttar pradesh in all courses except mba/mca/mam (dual degree). However applicants opting b.arch. Course under this category has to appear an aptitude test on the day of counseling to be notified later. Please not this examination brochure is not applicable to the admission for first year in mba/mca/mam (dual degree)course. The examination for mba/mca/mam (dual degree) will be conducted online. All applicants seeking admission to the first year course of mba/mca/mam(dual degree) are required to submit online application only. For further information refer http://www.uptu.ac.in./upsee.nic.in the university shall fill the seats of nri quota seats in the following manner:
  • NRI Quota seats shall be filled from NRI’s who
    • have passed the qualifying examination with physics, chemistry and mathematics from an institution situated india, which is equivalents to (10+2) examination by the association of indian universities. or Have passed high school certificate education (gce) examination with physics, chemistry and higher mathematics (a) from london/ cambridge/sri lanka.
    • have appeared in sat ii examination with mathematics level ii c, physics and chemistry. Their relative merit will be decided on their sat-ii score.
    • the vacant seats in nri quota, if any, shall be filled up by such son/daughter/real brother/real sister of nri’s, who have passed intermediate or (10+2) or equivalent examination ; with physics, chemistry and mathematics without grace in each of physics, chemistry and mathematics securing minimum 50% marks (45% for sc/st) in physics, chemistry and mathematics taken together, from an institution situated in india.
  • the children of real brother/ sisters and son/ daughter of nri may also be considered if the seats remain vacant after admitting the eligible nri, their son/daughter and real brother/sister. The minimum requisite shall be same as clause 3.4(ii).
  • the relative merit of candidates will be decided based on the total marks obtained by them in physics, chemistry and mathematics. Such candidates need not appear in the upsee-2013.
  • all such candidates must submit at the time of counseling an nri certificate obtained from indian diplomatic mission / chancellery /high commission under their seal.
  • the candidates must also submit sufficient documents clarifying without ambiguity their true relationship with the sponsoring nri to the satisfaction of the university.
  • the candidates will be informed separately about the date of counseling and number of seats under this quota, and they are required to be present in person on the day of counseling with original document/ certificates, failing which they will loose their claim.
  • the latest order issued by govt. Of u.p. upto the date of nri counseling shall be applicable for admission in nri quota .
  • the detailed information will be published through newspaper and website: www.upsee.nic.in/www.uptu.ac.in in the month of may 2013.

Eligibility for admission to foreign nationals (fn)/person of indian origin (pio)/ children of indian workers in gulf countries (ciwgc) in first year

Fn/pio/ciwgc seats shall be filled from foreign nationals/pio’s/ciwgc who:
  • have passed the qualifying examination with physics, chemistry and mathematics, which is considered equivalent to (10+2) examination by the association of indian universities.
  • posses valid sat-ii score with mathematics level ii c, physics and chemistry.
  • should submit a copy of passport or equivalent evidence support of their nationality.
Their relative merit shall be decided based on their sat-ii score.

Eligibilty for direct admission to first year (except mba/mca/mam (dual degree)) in private institutions at institute level under management quota (for nri cadidates) /vacant seats after counseling of upsee-2013

  • the 15% seats in private institutions shall be filled by the nri candidates at institute level under management quota as per eligibility criteria in clause 3.4. The vacant seats in nri/mnagement quota or vacant seats after counseling of upsee-2013 shall be filled strictly in following preference order, within fifteen day of the last date of counseling.
  • first, by the qualified candidates of upsee-2013, who fulfill the eligibility as per clause 3.1.relative merit will be decided on their rank inupsee-2013.
  • second, by the qualified candidates of jee-mains-2013, who fulfilling the eligibility as par clause 3.1.their relative merit will be decided on their rank in respective entrance examinations.
  • thirdly, by the merit of candidates in qualifying (10+2) examination with the following conditions:
    • for admission to first year of b.tech. /b. Pharm. Candidates must have passed intermediate examination of u.p. board or 10+2 level examination or its equivalent from any recognized board/ university; securing minimum 50% (45% for sc/st) marks in required subject combination (two compulsory & one optional) taken together. The candidates is essentially to pass without any grace marks (as per respective board/university) in each subject group indicated in clause 3.1(i). The relative merit shall be decided based on total marks in subject combination (clause 3.1(i)) of qualifying examination.
    • for admission to first year of bhmtc/bfad, candidates must have passed intermediate examination of u.p. board or 10+2 level examination or its equivalent from any recognized board/university; securing minimum 50%(45%for sc/st) marks in aggregate without any grace marks.
institute shall ensure filling of these vacant seats inviting the applications through advertisement in at least two leading newspaper of the state level and institute website, giving at least one week time to submit the applications. Admission shall be strictly based on clause 3.6(i) mentioned above. However, applicants opting b.arch. Course under this category has to appear in aptitude test on the day of counseling to be notified later.

Eligibility for direct admission (lateral entry) to second year in private institutions under vacant seats after counseling of upsee-2013

The vacant seats in b.tech./b.pharm. Course after upsee-2013 counseling for lateral entry (second year) shall be filled within 15 days of the last date of counseling at institute level, first by the qualified candidates of upsee-2013, who fulfill the eligibility as per clause 3.3. Their relative merit will be decided on their rank in upsee-2013

There after the vacant seats, if any, will be filled on merit by such candidates who have passed the qualifying examination securing minimum 50% (45% for sc/st) marks in aggregate without any grace marks.

Institute shall ensure the filling of these seats by inviting the applications through advertisement in at least two leading newspaper of state by institute website, and give at least one week time to submit the applications.

Examination details

Upsee-2013 (omr application mode) will be conducted for eight papers with objective multiple type question except drawing aptitude test (part b of paper 4). The candidates are required to opt paper and subjects for appearing in the entrance examination as mentioned clause 4.3. Subject to their eligibility as per clause3.

Scoring and negative marking

  • all objective type question are required to be newspaper on a specially designed omr answer sheet against the respective question number. Candidates is suppose to select only one choice for correct answer in each question.
  • every objective multiple type question would carry four marks for each correct answer. More than one answer indicated against the question will be deemed as incorrect answer and no marks is awarded for the incorrect answer.
  • there will be no negative marking. However , a record of incorrect answers given by a candidate will be kept separately.
  • answer are to be marked using ball point pen (black/blue) only. For the purpose of evaluation, the details filled in by the candidate in the omr answer sheet will be treated as final.

The candidates can be given only one type of horizontal reservation out of upff/upaf/uphc.

However the girl candidates can also claim for any one of upff/upaf/uphc along with upgl.

subsequent request for the change of category / sub-category filled inn omr application form or on-line submission shall not be entertained under any circumstances.

Category / sub-category must be supported by the relevant certificates as per proforma given in the appendix-d to be produced at the time of counseling failing which the candidates shall be treated in general category.

The advantage of horizontal reservation in armed force sub-category is available to sons/daughters of defence personnel of u.p. either retired (superannuated) or killed/disable in action and the dependents settled in u.p. or the defence personnel in u.p. on the date of entrance examination.

Certificate no. 4,5 and 6 are required at the time of counseling for claiming reservations in subcategories mentioned at clause 9.2(a), (b) and (c) respectively.

The seats available under fee waiver scheme will be notified in respective category at the time of counseling.

Please note that benefits of upgl subcategory will automatically be given to all the female candidates.

Weightage to candidates from rural areas of uttar pradesh

A weightage of 3% of the total marks obtained at upsee-2013 will be given to such upge candidates for b.tech./ b.pharm./b.arch./bhmtc/bfad courses who have passed the qualifying examination from an institution situated in rural area of uttar pradesh

For this purpose the institutions should be situated in the jurisdiction of gram panchayat but the area should not be industrially developed. Such candidates must produce certificate number 7 at the time of counseling.

Rural weightage is not applicable for a candidates opting any other reservation and for a candidates opting derect admission to second year.
